I don't know why it happens, or what causes it, but for the past 12 hours I've had numerous cases where the Assistants, which don't have Web Search feature enabled, suddenly are able to do Web Search and use it casually.

Here is a proof, where the Web Search feature is turned to "Default", which implies that the assistant should be unable to do Web Search:
